Philosophy of ICE-WISH

ICE-WISH objectives
The objective of this demonstration project is to design, integrate and pilot an innovative solution for social housing, using mature and interactive ICT, to enable sustained reductions of energy and water consumption of at least 15% below the current practice, without compromising living conditions, across 300 social dwellings in 10 European countries, with latitudes ranging from 56oN to 38oN. This is to be addressed:
providing a ‘user-friendly’ and widely accessible ICT-based service to engage individual households as active players in developing water and energy conservation practices, managing energy and water usage in an optimal way and optimising their living environment;
providing effective and real-time ICT monitoring and control of energy and water usage and environmental conditions and user behaviour;
providing social landlords, local, regional and national public decision-makers with real-life information in order to encourage them to implement environmental-energy-related policy actions, incentives or/and investments decisions at public and private level.
During the 3-years project duration, the ICE-WISH consortium will carry out a daily commitment to implement and optimize the service for social housing. For this, user and operational requirements will be captured, investigating with households and interested parties, during the first months of the project. Results will be used to establish service specifications and finalise the service architecture for monitoring a treated group of 30 dwellings at each pilot site.

This will cumulate in the integration and operation of the ICE-WISH service for more than 12 months in 10 pilot sites. Within this operation phase, a continuous management of customised information with real-time data and feedback on resource consumption, a real-time advice/ guidance on optimum operation of the building systems and components, an assessment of value of access to the offered interactive service and an assessment of service viability and operability will be provided.

ICE-WISH, coordinated by an operative branch of the National Social Housing Coops federation associated to Cecodhas, is mainly lead by social housing providers (leader of each national pilot) with the operational support of key players in building technology, ICT suppliers and providers, water and energy suppliers. The project is directly working with users and local stakeholders within the implemented ICE-WISH stakeholder cluster to fully carry out all activities in the above mentioned service implementation process.

Project objectives

Elicit all relevant requirements relating to the specific characteristics of key user groups and interested stakeholders and to the selected buildings and select appropriate treated dwellings thereupon to define a representative pilot.

Define appropriate HW, ICT and communication infrastructure for all 10 pilot sites and a service platform to enable sensor data collection, analysis, and user-friendly interfaces.

Define and integrate the technological ICE-WISH solution. Install, rollout and start the ICE-WISH service at each pilot site.
Other related sub-objectives:

  • Set up correspondent treated/focus/control groups at each pilot site;
  • Empower users and interested parties to carry out service provision operation;
  • Carry out the baseline, mid-term and final evaluation data collection;
  • Maintain the operation of systems and services throughout the pilot.

Carry out energy and water usage monitoring (supplemented with internal environment data) over a full calendar year.

Define a monitoring plan for the optimization of energy, gas and water consumption with real-time information and impact assessment with visualization for the tenants.

Provide the pilot sites with regular information reports about the measured energy and water consumption with basis analysis, advanced analysis on disaggregated analysis and predictive models.

Define a business model for future services and deployment to social housing organizations, utilities and IT providers and other interested parties.

Draw up and provide country-specific guidance for ICE-WISH service aimed to the multi-stakeholder uses.

ICE-WISH approach

The ICE-WISH consortium will carry out the project through six technical and dissemination work packages (WP1-WP6) and one coordination/management work package (WP7).
Based on stakeholder and operational requirements analysis in WP1, we :
establish the specifications for the ICT and Hardware components and the ICE-WISH service architecture (WP2). ICT and Hardware definition in WP2 is directly influencing the integration concept of WP3.
perform the installation and integration of the ICE-WISH service on selected treated dwellings at each pilot site (WP3), including the recruitment of users and the training of staff.
When pilot installation is complete, pilot operation goes ahead and smart monitoring starts, flanked by service performance optimisation by evaluation (WP4). Execution therefore includes carrying out baseline data gathering, data gathering at mid-term and the end of the pilots and reporting of results.
WP5 then provides, based on the operational data collected in WP3 and WP4, regular information reports to all stakeholders with a 3-level analysis and benchmarking approach.
Dissemination of project results (WP6) is done via the project web-site and targeted dissemination routes and means. Work on dissemination includes exploitation and deployment planning based on a viability analysis from multi-stakeholder perspectives. The workpackage therefore includes investigation of wider EU markets, liaison with stakeholders and preparation of guidelines for multi-stakeholder uses. Work on WP6 includes also the continuous operation of the ICE-WISH Stakeholder cluster aimed to act as living lab to inform not only industry and building technology target groups, but also to involve and convince final users of the ICE-WISH service.
Finally, the whole project is co-ordinated in WP7, covering project management, technical, and administrative management for the entire project period.

ICE-WISH service

  • “Non-invasive”automatic smart metering devices to continuously measure electricity, gas and water usage and sensors to measure environmental indoor conditions;
  • Wireless communication systems using broadband Internet or GPRS to upload the data collected from all monitored dwellings to a central database;
  • Advanced “cloud” computing to process the raw data to extract key energy and water usage indices;
  • Wireless retransmission of customised information on a secure and private basis presenting this “customised” information on standard home televisions, via low cost Set-top box .
  • Intuitive and user-friendly interface on standard home TV with interactive menu .

ICE-WISH service opens to the CIT “excluded users”, as elderly people or technologically unskilled users, which are much comfortable with the TV.

ICE-WISH service will provide the following customised and tailored information at both individual (householder) and collective (housing associations) level to enable them to interact and manage usage:

Real time energy and water costs

Predictive models of future energy and water consumption based on the analysis results of aggregated data and disaggregated data;

Internal environmental parameters :temperature, humidity, air quality

Recommendations and guidelines to the householders to improve energy and water usage and environmental conditions.

As  ICE-WISH should not be considered by householders as a spy in their homes, special attention will be given to the security of the data and its confidentiality.
